核工业安全环保标准体系实施效果研究与思考

摘　　要：标准的真正价值在于实施。2020年以来,核工业发布并实施了一套安全环保标准体系,为了研究核工业安全环保标准体系的实施效果,本文通过整理分析2023年1月至2024年6月间102家企业的安全生产标准化评审数据,跟踪调研企业标准实施情况。研究结果表明:安全环保标准体系在企业实施中存在部分标准未实施、标准实施效果良莠不齐、标准实施存在滞后性等问题。产生这些问题的主要原因是对安全环保标准体系的意义和目的认识不到位、标准实施缺乏驱动力、标准实施能力不足等,并提出强化安全环保标准实施意识、完善安全环保标准实施监督机制、进一步发挥标准化技术支持单位的支撑力度、建立安全环保标准实施反馈机制等若干提高标准实施效果的建议。The true value of standards lies in their implementation.Since 2020,nuclear industry has released and implemented a safety and environmental protection standards system.In order to study the implementation effect of safety and environmental protection standards system in the nuclear industry,this article summarizes and analyzes the safety production standardization review data of 102 enterprises from January 2023 to June 2024,and tracks and researches the implementation of enterprise standards.The research results indicate that there are problems in the implementation of the safety and environmental protection standards system in enterprises,such as some standards not being implemented,uneven implementation effect of standards,and lagging implementation of standards;The main reasons for these problems are inadequate understanding of the significance and purpose of the safety and environmental protection standards system,lack of driving force for standards implementation,and insufficient ability to implement standards.It puts forward several suggestions to enhance the awareness of safety and environmental protection standards implementation,improve the supervision mechanism for safety and environmental protection standards implementation,further leverage the support of standardization technical support units,and establish a feedback mechanism for safety and environmental protection standards implementation to improve the effect of standards implementation.
