双重预防机制在化工安全管理中的系统化应用研究

摘  要:文章旨在探讨“双重预防机制”在化工安全管理中的应用现状及其改进路径。通过对风险分级管控与隐患排查治理两大核心环节的方法论分析,并结合A公司具体案例,揭示了当前该机制实施中存在的一些标准不统一、流程不规范、信息化平台功能局限及预警联动机制薄弱等问题。研究结果显示,“双重预防机制”的系统实施有助于显著提升化工企业的本质安全水平,但需进一步完善风险评估模型、优化隐患治理流程、升级数字化监测预警平台及强化应急响应联动机制等。The purpose of this paper is to discuss the application status of“double prevention mechanism”in chemical safety management and its improvement path.Through the methodological analysis of the two core links of risk hierarchical control and hidden danger investigation and management,and combined with the specific case of Company A,this paper reveals some problems existing in the implementation of the current mechanism,such as inconsistent standards,non-standard processes,limited functions ofinformation platform and weak early-warning linkage mechanism.The research results show that the systematic implementation of the“dual prevention mechanism”can significantly improve the intrinsic safety level of chemical enterprises,but it is necessary to further improve the risk assessment model,optimize the hidden danger management process,upgrade the digital monitoring and early warning platform and strengthen the emergency response linkage mechanism.
