共同富裕的制度条件剖判:必要性、成熟度、着力点

摘　　要：共同富裕是中国式现代化的重要特征,也是实现“第二个百年奋斗目标”的必由之路。共同富裕需要依托制度来实现,制度既可以用来“固化”公平正义的社会关系,也可以帮助“有形的手”进行调节与平衡,还可以作为“操作指南”指引具体实践。可见,制度条件的成熟度影响着共同富裕的历史进程。当下,我国推进共同富裕的制度条件表现为党的领导制度、中国特色社会主义政治制度等基础保障性制度走向成熟定型,所有制、分配制度、社会保障制度等核心关键性制度持续发展完善,区域经济协调发展制度、先富带后富具体制度、公平竞争制度等其他配套性制度有待进一步建立健全的特征,三类制度的成熟度并不完全一致。因此,未来必须在坚持和完善中国特色社会主义制度中,将进一步坚持和完善党的领导制度与中国特色社会主义政治制度作为推进基础保障性制度定型的着力点;将进一步推动所有制优化改革、收入分配制度合理性公平性改革和社会保障制度覆盖全面性改革作为促进核心关键性制度成熟的着力点;将健全区域经济协调发展制度、建立先富带后富具体制度和公平竞争制度作为加快其他配套性制度完善的着力点,尽快形成一套成熟的制度体系,为共同富裕的推进提供良好且有力的制度条件。Common prosperity is an important feature of Chinese modernization and the only way to achieve the Second Centenary Goal.Achieving common prosperity,we need rely on the institutions.The institutions can be used not only to“solidify”the fair and just social relations,but also to help the“visible hand”to adjust and balance,and can also be used as an“operation guide”to guide specific practice.It can be seen that the maturity of institutional conditions affects the historical process of common prosperity.However,the current institutional conditions for promoting common prosperity in China show that the basic guarantee institutions such as the Party s leadership system and the socialist political system with Chinese characteristics are becoming mature and stereotypical.The core and key institutions such as the ownership system,the distribution system and the social security system continue to be developed and improved.The characteristics of other complementary institutions,such as the coordinated regional economic development institutions,the specific system that those who get rich first lead others to get rich later and the fair competition institutions,need to be further established and improved,and the maturity of the three types of institutions is not completely consistent.Therefore,in the future we will take it as the focus of promoting the basic guarantee system to further adhere to and improve the Party s leadership system and the socialist political system with Chinese characteristics in the progress of adhering to and improve the socialist system with Chinese characteristics;we will take it as the focus of promoting the maturity of the core key system to further promote the reform of ownership optimization,the reform of the rationality and fairness of the income distribution system and the reform of the comprehensive coverage of the social security system;we will take it as the focus of accelerating the improvement of other complementary systems to improve the system of coordinated development of
