全过程人民民主的核心价值与制度实践创新

摘　　要：全过程人民民主注重民主制度的及时更新,实现人民民主权利在民主内容上的全域性保障,提升最广泛公众参与下的民主效能,推进基层治理中民主权利的实现,坚持以民主建设推动社会治理新格局的构建。全过程人民民主以更高的彻底性和现实性在纵向与横向上维护人民的民主利益,确保最广大的人民群众都能参与到民主生活之中,实现基层治理与民主建设的协同共进,有效保障人民当家作主的重要地位。新时代全过程人民民主制度的实践创新,应当以基层立法联系点制度、人大代表联络工作站制度作为增强民主效能的抓手,以构建大统战工作格局夯实民意基础,以民生实事项目票决制和业主自治提升基层民主治理的真实性和有效性。The whole process of people’s democracy emphasizes the timely updating of democratic systems,realizing the comprehensive guarantee of people’s democratic rights in democratic content,enhancing the democratic efficiency under the widest public participation,promoting the realization of democratic rights in grassroots governance,and adhering to the construction of a new pattern of social governance through democratic construction.The whole-process of people’s democracy upholds the democratic interests of the people vertically and horizontally with higher thoroughness and practicality,ensuring that the broadest masses of the people can participate in democratic life,realizing the coordinated progress of grassroots governance and democratic construction,and effectively safeguarding the important position of the people as masters of the country.The practical innovation of the people’s democratic system throughout the entire process of the new era should take the grassroots legislative contact point system and the NPC representative liaison workstation system as the starting point to enhance democratic efficiency,consolidate the public opinion foundation by building a united front work pattern,and enhance the authenticity and effectiveness of grassroots democratic governance through the voting system for livelihood projects and the owners’self-governance.
