摘　　要：构建领导干部与民营企业家之间的健康关系是国家治理的重要内容之一。习近平总书记关于亲清统一新型政商关系的重要论述,是对政商互动实践深入洞察和深刻思考的结晶,是唯物主义世界观和方法论在政商互动领域的具体体现。从法治角度看,亲清统一新型政商关系超越了传统意义上的私法自治关系,是一种具有显著公共性质的公法关系,本质上是公权力与私权利交往的准则和要求,是以法律秩序为基础,以法律平等为核心,以法律正义为目标的关系。在法治视域下,全面构建亲清统一的新型政商关系要坚持抓住领导干部这个“关键少数”,同时要增强民营企业家的法治观念和依法办事能力。Establishing a healthy relationship between leading cadres and private entrepreneurs is a vital aspect of national governance.General Secretary Xi Jinping’s important exposition on the new type of government-business relationship characterized by closeness and cleanliness is the crystallization of his in-depth insights and profound reflections on the practice of government-business interaction,and it represents the concrete manifestation of the materialist worldview and methodology in this field.From the perspective of the rule of law,this new type of government-business relationship transcends the traditional concept of private law autonomy and is a public law relationship with significant public nature.Essentially,it sets forth the norms and requirements for the interaction between public power and private rights,grounded in legal order,centered on legal equality,and aimed at legal justice.In the context of the rule of law,comprehensively establishing this new type of government-business relationship characterized by closeness and cleanliness requires focusing on leading cadres as the“key minority”while simultaneously enhancing private entrepreneurs’awareness of the rule of law and their ability to handle affairs in accordance with the law.
