摘　　要：相较于“村村抱团”等合作发展模式,竞争作为农村集体经济组织横向关系的现实表现,在降低代理成本、激活发展动力等方面具有重要作用。基于集体产权与农村社区等本质属性,农村集体经济组织的横向竞争,是地方政府压力下移、“项目进村”与集体产权制度改革等因素综合作用的结果,且在因素驱动、产权行使、产品供给与失败后果等层面具有显著特点。目前,资产竞争是农村集体经济组织竞争的主要范式,但其存在固有缺陷,有必要从设施、制度等公共产品供给方面进行范式拓展。为了发挥竞争动力效能、构建良性竞争秩序,不妨从减少制度限制、防止恶性竞争以及建立失败补偿机制等路径优化农村集体经济组织竞争。Compared with the cooperative development modes such as“village-to-village union”,competition is a realistic representation of the horizontal relationship of rural collective economic organizations,which plays an important role in reducing agency costs and giving new impetus for development.Based on the essential attributes such as collective property rights and rural communities,the horizontal competition of rural collective economic organizations is the result of the comprehensive effect of the pressure from local governments,the“village project implementation”policy,and the reform of collective property rights system,and it has remarkable characteristics in factors driving,property rights exercising,product supply,and failure consequences.So far,asset competition is still the main paradigm of competition of rural collective economic organization,but it has inherent defects.Therefore,it is necessary to expand the paradigm from the supply of public goods such as facilities and institutions.In order to give full play to the competitive power efficiency and build a healthy competition order,it is advisable to optimize the competition of rural collective economic organizations by reducing the system restriction,preventing vicious competition,and establishing failure compensation mechanisms.
