“三治融合”乡村治理体系运行实践与内在逻辑——基于行动者网络理论视角

摘　　要：以行动者网络理论中的转译环节为理论基础,构建“三治融合”乡村治理体系运行的分析框架,并结合四川F村的实地考察进行研究,结果表明:案例村从“问题呈现”“利益赋予”和“征召动员”三个维度呈现出“三治融合”乡村治理体系的运行实践与内在逻辑。“问题呈现”促使多元个体行动者关系从个体向组织转化,推动建立“三治融合”乡村治理组织;“利益赋予”使多元个体行动者的行动意愿由被动向主动转换,完善“三治融合”乡村利益联结机制;“征召动员”使多元个体行动者的行动由零散向协同转变,进而形成“三治融合”乡村治理共同体。因此,应充分把握“三治融合”内涵,建立具有实体结构的乡村治理组织,建立互惠互利的乡村利益联结机制,打造“示范+跟随”式的乡村行动共同体。Based on the translation process in actor-network theory(ANT),this study constructs an analytical framework for the operation of the“Three-Governance Integration”rural governance system and examines its application through a field study of Village F in Sichuan Province.The findings reveal that the case village demonstrates the operational practice and internal logic of the governance system through three key dimensions:problem presentation,interest allocation,and enrollment and mobilization.Problem presentation facilitates the transformation of relationships among multiple individual actors from individual-based to organization-based,driving the establishment of“Three-Governance Integration”rural governance organisation,rule of law,and moral governance.Interest allocation shifts the willingness of multiple individual actors from passive to active engagement,enhancing the benefit-sharing mechanism within the governance framework.Enrollment and mobilization transforms the actions of multiple individual actors from fragmented to coordinated efforts,thereby fostering a collaborative rural governance community.To strengthen the approach,efforts should focus on clarifying its conceptual foundations,establishing a tangible and structured rural governance organization,developing a reciprocal benefit-sharing mechanism,and creating a“demonstration-follow-up”model to cultivate a cohesive rural governance network.
