互联网时代行政审批制度改革中跨部门协同问题研究

摘　　要：行政审批制度改革是激发市场活力,推动经济社会发展,构建服务型政府的重要途径。随着互联网时代的到来,信息技术已经成为提升行政审批效能的重要力量。然而,在数字化和智能化发展背景下跨部门协同却成为制约改革进程的关键问题。本文以整体性治理为理论视角,通过研究文献资料、实地调研政务服务中心,分析了行政审批制度改革的现状,发现在互联网背景下跨部门协同方面存在信息孤岛、部门权责划分不清晰、协同机制不完善等问题。深入剖析了这些问题产生的原因后,针对性地提出了加强体制机制建设、实行协同绩效评估、搭建数据交换平台等对策建议,旨在进一步深化行政审批制度改革,推进数字政府建设和政府职能转变。Administrative approval system reform is vital for boosting market vitality,driving socioeconomic development,and building a service-oriented government.The internet era has made information technology crucial for improving administrative approval efficiency.However,cross-department collaboration now poses key challenges in the context of digitization and smart governance.From the theoretical perspective of holistic governance,this paper analyzed the current situation of the reform of administrative approval system through literature research and field investigation of government affairs service centers,and identified issues like information islands,unclear division of authority and responsibility between departments,and imperfect coordination mechanism in the context of inter-departmental collaboration under the Internet background.After in-depth analysis of the causes of these problems,the study proposes three targeted solutions:first,strengthen institutional mechanisms for interdepartmental cooperation;second,implement collaborative performance evaluations;third,establish unified data exchange platforms.These measures aim to deepen administrative approval reforms,accelerate digital government development,and transform government functions.
