船舶载运过境危险货物运输海事监管研究

摘　　要：通过对危险货物的定义范围、过境运输的定义、船载危险货物进出港口的申报要求进行梳理,分析了载运过境危险货物船舶装卸作业、进出港、靠离泊期间存在的风险以及海事监管过程中的难点,提出了完善法律法规、加强从业人员培训、加强船舶监督检查、全面掌握货物信息、完善应急联动机制、加强危防专业化人才培养等监管对策,进一步加强海事部门对船舶载运过境危险货物运输的监管。Based on a review of the definition scope of dangerous goods and the definition of transit transportation as well as the requirements for the declaration of ships carrying dangerous goods into and out of ports,this paper analyzes the risks during the entry and exit of ships carrying transit dangerous goods,loading and unloading operations,and the period of berthing and unberthing,as well as the difficulties in maritime supervision.It proposes supervision countermeasures such as improving laws and regulations,strengthening training for practitioners,enhancing ship inspections,adequately obtaining cargo information,improving emergency response mechanisms,and strengthening the professional training of personnel in dangerous cargo control and pollution prevention,in order to further strengthen supervision by the maritime administration over the transit transportation of dangerous goods by ships.
