摘　　要：文章聚焦于《网络数据安全管理条例》(以下简称“《条例》”)的全面解读与综合分析,突出其在保障网络数据安全、推动数字经济发展方面的重要性。《条例》顺应党中央、国务院对数据安全治理的关切,构建了便捷高效的数据跨境流动体系,以应对网络数据违法处理频发的状况。在现有法律基础上,《条例》提供更精细规范,保障网络数据处理合法合规,维护个人、组织权益及国家安全。通过文献研究法,文章先阐述《条例》整体概况,包括立法背景、历程、内容与结构等;接着解读核心要点,涵盖9章64条,涉及数据全生命周期安全、处理者义务责任、个人信息保护、重要数据制度及跨境数据流动管理等内容;最后提出实施建议,如简化个人信息同意流程等。结论指出,《条例》为数字经济安全发展提供法治保障,具有积极作用,但还需进一步完善,未来应加强技术与法规融合及国际合作,构建更完善法规体系。The purpose of this paper is to provide an overall interpretation and comprehensive study of the Regulations on the Administration of Network Data Security,emphasizing its key role in safeguarding network data security and promoting the development of the digital economy.The Regulations respond to the importance attached by the CPC Central Committee and the State Council to the governance of data security,and build an efficient and convenient system of cross-border flow of data to meet the challenge of the frequent occurrence of illegal handling of network data.Based on the existing legal framework,the Regulations provide more detailed norms to ensure the legal compliance of network data processing activities,protect the rights and interests of individuals and organizations,and safeguard national security.This paper systematically interprets the overall overview of the Regulations through the literature research method,including the legislative background,formulation history,basic content and structure,etc.;it then interprets the core points of the Regulations,with a total of 9 chapters and 64 articles,covering the security requirements for the full life cycle of data,clarifying the obligations and responsibilities of data processors,refining the provisions on personal information protection,improving the security system for important data,and optimizing the cross-border data flow management.Finally,it puts forward implementation suggestions such as simplifying the consent process for personal information,dynamically defining important data,participating in the harmonization of international rules,and regulating categorized platforms.It is concluded that the implementation of the Regulations will provide strong rule of law protection for the safe development of China’s digital economy,and play an important role in clarifying the responsibilities of data processors,strengthening the protection of personal information,and optimizing the mechanism of cross-border data flow,but at the same time,it also faces the di
