摘　　要：赛博战是美军为继续保持战略优势地位而主动开发设计的新作战概念。它的形成过程体现了美军需求牵引与能力牵引的融合,战略性、主动性、牵引性更加突显。美军在全球赛博战装备技术领域拥有显著的优势,并且持续多年大力研发赛博战相关技术。这些技术的应用可以大幅提升美军武器装备的作战效能,并使得其保持在赛博空间的绝对优势。文章通过研究美军在现代网络信息系统进行赛博侦察与攻击的具体手段,分析其如何利用计算机网络进行赛博攻击的机理,并介绍了美军可能进行的赛博威胁行动。文章研究并分析了当今几种较为成熟的赛博防御手段和机理,介绍了赛博防御目标的保护方法和计算机网络防御手段,对赛博防御策略做了一定程度的技术探索,给出了几种可操作的赛博防御策略,最后阐明了网络安全的重要地位。Cyber warfare is a new operational concept developed and designed on the initiative of the United States Army to continue to maintain its position of strategic superiority.Its formation process reflects the fusion of the U.S.military’s demand-driven and capability-driven approaches,with strategic,proactive,and traction-oriented approaches becoming more prominent.The U.S.military has a significant advantage in the field of global cyber warfare equipment technology and has continued to vigorously develop cyber warfare-related technologies for many years.The application of these technologies can greatly enhance the combat effectiveness of the U.S.military’s weapons and equipment,and enable it to maintain its absolute advantage in cyber space.This paper examines the specific means by which the U.S.military conducts cyber reconnaissance and attacks in modern network information systems,analyses the mechanics of how it uses computer networks to conduct cyber attacks,and describes the cyber threat actions that the U.S.military may carry out.It studies and analyses several more mature cyber defence means and mechanisms,introduces the protection methods of cyber defence targets and computer network defence means,makes a certain degree of technical exploration of cyber defence strategies,and gives several operable cyber defence strategies.Finally,the important position of network security is clarified.
