摘　　要：国际产业转移是新兴国家参与全球价值链分工体系和促进国内产业升级的重要途径。文章通过对中国的国际产业转移现状进行考察,发现本轮国际产业转移呈现主动和被动并存状态,区域差异和行业差异明显。中国的国际产业转移受到经济力量与政治力量双重驱动,经济规律主导下,部分产业因比较优势变化产生成本驱动型主动转移;政府行为主导下,部分产业受地缘政治影响发生政治驱动型被动转移。为了更好应对全球贸易壁垒不断增加、产业科技创新支撑不足和国内统一大市场进程迟滞等挑战,建议加强全球贸易的规则制定和制度建设,优化国内外联动的产业链供应链布局,推动价值链引导的跨区产业集群建设和推动面向产业化的全链条全流程创新,从而推动中国产业升级并实现向全球价值链高端跃升。International industrial transfer is an important mechanism for emerging economies can integrate into the global value chain and promote domestic industrial upgrading.This article identifies a dual pattern of both active and passive transfers with significant regional and sector differences,by examining the current state of China’s international industrial transfer.Such transfer is driven by both economic and political forces,with cost-driven active transfer of some industries due to changes in comparative advantages under the domi-nance of economic laws,and politically-driven passive transfer of some industries due to geopolitical influ-ences under the dominance of governmental behaviour.To effectively address challenges such as escalating global trade barriers,insufficient support for industrial and technological innovation,and stagnation in the domestic unified market,it is suggested to strengthen the formulation of global trade rules and institutional frameworks,optimize the layout of domestic and international industrial and supply chains,promote value-chain-driven cross-regional industrial cluster development,and foster comprehensive,industrialization-oriented innovation across the entire value chain.These measures will drive China’s industrial upgrading and support its advancement to higher tiers within the global value chain.
