美太空军《商业太空战略》解读及影响对策分析

摘　　要：通过对“战略”发布动因的分析和主要内容的概括,对报告进行分析解读,分析了“战略”可能带来的影响,并提出启示对策。认为“战略”与国防部《商业太空整合战略》协同互补又各有侧重,将进一步提升美太空军实力,明确美太空军民一体化的重点方向;在“战略”指导下,美国商业航天与军事航天进一步整合,将加剧太空军备竞赛、强化直接军事威胁、重构科技竞争优势、抢占全球航天市场;提出我应积极扶持商业航天发展应用、加速先进航天技术应用以及统筹信息基础设施建设。By analyzing the reasons for the release of the"strategy"and summarizing its main content,the report is analyzed and interpreted while the possible impacts of the"strategy"are analyzed,and enlightening countermeasures are proposed.It can be seen that the"strategy"and the DoD Commercial Space Integration Strategy complement each other and have their own focuses,and"strategy"will further enhance the U.S.space military force,and clarify the key direction of U.S.civil-military integration in space.Under the guidance of"strategy",the U.S.commercial space industry and military space are further integrated which will intensify the arms race in space,strengthen the direct military threat,reconstruct the competitive advantage in science and technology,seize the global space market.It is proposed to actively support the development and application of commercial aerospace,accelerate the application of advanced aerospace technology,and coordinate the construction of information infrastructure.
