摘　　要：针对太空交通管理机制构建迟滞的现实,概述当前太空交通管理机制构建现状与困境,运用案例研究、逻辑演绎等方法,剖析太空交通管理机制构建困境成因,对构建太空交通管理机制方法路径进行研究。研究发现:当前太空交通管理机制构建主要面临理念分歧、责任缺失和能力失衡三大困境,提出了用“人类命运共同体”理念化解理念分歧指导机制构建,以“软法”为路径促进机制构建,以合理分配太空利益为措施推动机制构建等建议,对把握太空交通管理机制构建规律、指导太空交通管理机制构建具有一定的理论和现实意义。In response to the reality of the delayed construction of space traffic management mechanisms,the current status and challenges of constructing space traffic management mechanisms is summarizes.Using case studies,logical deduction,and so on,it analyzes the causes of the difficulties in constructing space traffic management mechanisms and studies the methods and paths for constructing space traffic management mechanisms.Research has found that the current construction of space transportation management mechanisms mainly faces three major challenges:ideological differences,lack of responsibility,and imbalanced capabilities.This article proposes using the concept of"a community with a shared future for mankind"to resolve ideological differences and guide the construction of mechanisms,promoting the mechanism construction through the path of"soft law",and advancing the mechanism construction by means of a reasonable distribution of space benefits.These suggestions hold certain theoretical and practical significance for grasping the laws of space traffic management mechanism construction and guiding its implementation.
