摘 要:社区公共文化服务是一个不断优化,谋求公共文化利益最大化的持续化进程,对满足新阶段人民群众美好生活需要、重塑居民文化愿景与情感共识有重要意义。然而,由于行政逻辑主导、资源有限性和居民主体缺位,社区公共文化服务面临悬浮化、格式化和低效化的现实梗阻,背离了社会善治逻辑,造成社区公共文化服务供需失衡的困境。而社区公共文化服务走向供需平衡,需在精准识别居民差异化需求的基础上,通过形构多元主体协同供给体系、多元拓展供给资源渠道、强化数字技术赋能来推动社区公共文化服务精准供给,实现居民需求表达和服务供给回应的双向平衡。Community public cultural services undergo continuous optimization to maximize public cultural benefits,playing a crucial role in meeting people’s aspirations for a better life in the new era,reshaping residents’cultural vision,and fostering emotional consensus.However,due to the dominance of administrative logic,limited resources,and the absence of resident participation,these services face challenges such as detachment from community needs,formalization,and inefficiency.These issues deviate from the logic of good social governance,leading to an imbalance between supply and demand.To achieve equilibrium,it is essential to accurately identify residents'diverse needs and establish a collaborative multi-stakeholder supply system,expand supply channels,and leverage digital technology to enable precise service provision.This approach ensures a dynamic balance between demand expression and service supply response.
