工作专班何以提升基层政府的承接能力?——基于对湖北S镇共同缔造项目实践的考察

摘　　要：在基层治理现代化转型背景下,基层政府的承接能力是保障国家治理体制稳定与政策落实效果的重要基础。在中心工作泛化的背景下,基层政府开展治理行为的合规性成本正逐渐升高,其行政自主空间与政策执行弹性在持续压缩。如何在复杂的基层社会治理情景中有效承接高位治理任务、提升自身承接能力,成为基层政府能力建设亟待关注的现实问题。结合对湖北S镇“共同缔造”专班运作过程的考察,县乡两级政府围绕高位任务的传递与承接展开权责配置互动,工作专班既是县乡两级进行权力互动的枢纽和产物,也是基层政府承接上级治理任务的关键机制。依托权威传递、组织动员、信息反馈、资源协调等机制,工作专班锻造了基层政府的任务承接韧性,提升了基层政府承接能力。In the context of the modernization of grassroots governance,the capacity of grassroots governments to undertake governance responsibilities is a crucial foundation for maintaining the stability of the national governance system and ensuring policy implementation.As the scope of central tasks expands,grassroots governments are facing increasing compliance costs in governance activities,while their administrative autonomy and policy execution flexibility continue to be constrained.A pressing issue in grassroots governance capacity-building is how to effectively undertake governance tasks assigned from higher levels in complex governance scenarios.Based on an empirical investigation of the operation of the"Co-Creation"task force in S Town,Hubei Province,this study examines how county and township level governments interact in the transmission and undertaking of high-level governance tasks.Task forces serve as both a product and a critical mechanism of power interaction between these levels of government.Through mechanisms such as authority transmission,organizational mobilization,information feedback,and resource coordination,task forces strengthen the resilience of grassroots governments in undertaking governance tasks and enhance their overall governance capacity.
