摘　　要：自然资源确权登记工作是贯彻落实党中央、国务院关于生态文明建设决策部署,是推动建立自然资源产权制度与自然资源综合管理的前提和基础。本文以北京市西城区为例,探索城市集中建设区内自然资源统一确权登记工作的技术路线,搭建三维平台,采用背负式三维激光扫描、云踏勘、云会商等方式辅助预划河流登记单元,对工作中遇到的具体问题进行分析,并梳理预划思路,细化登记单元边界预划原则、地籍要素提取原则,形成了城市集中建设区内自然资源确权登记工作的解决方案和技术路径,为城区内自然资源确权登记工作提供参考。The registration of natural resource property rights is a prerequisite and foundation for implementing the decisions and deployments of the Party Central Committee and the State Council on ecological civilization construction and promoting the establishment of a natural resource property right system and integrated management of natural resources.This paper took the Xicheng District of Beijing as an example to explore the technical route for the unified registration of natural resource property rights in urban concentrated construction areas.The paper proposed to build a three-dimensional(3D)platform and use backpack 3D laser scanning,cloud exploration,and cloud consultation to assist in the pre-delimiting of river registration units.The specific problems in the work were analyzed,and the pre-delimiting ideas were sorted out to refine the principles of pre-delimiting the boundaries of registration units and the principle of extracting cadastral elements.A solution and technical path were formed for the registration of natural resource property rights in urban concentrated construction areas,providing a reference for the registration of natural resource property rights in urban areas.
