高校学生资助工作廉政风险防控探析

摘　　要：近年来,我国高校学生资助工作虽已取得了不菲的成绩,但仍在申报环节、评审环节、发放环节及监管环节方面存在诸多现实困境。高校学生资助工作人员作为资助工作的直接责任人,存在思想缺位难以契合资助育人诉求、职能匮乏难以贴近学生实际利益需求、庸政怠政难以匹配精准资助切实要求、业绩乏力难以支持资助工作能效发挥、监管不当难以实现教育扶贫真正落实等问题,使得廉政风险日益凸显。为此,高校应培养德、能、勤、绩、廉兼备的资助工作人员,全面防控资助工作廉政风险,将学生资助既办成民生工程,又做成民心工程。In recent years,despite the significant achievements in China’s university student financial work,there still exist numerous practical challenges in the application process,review procedure,release mechanism,and supervision aspect.As individuals directly responsible for financial assistance initiatives,university student financial aid staff encounter several issues including a lack of foresight and difficulty in meeting the demands of both financial assistance and education;inadequate functionality hindering their ability to address students’actual interests and needs;ineffective governance resulting in idle management practices;difficulties aligning with precise requirements for practical financial assistance;insufficient performance impeding support for efficient energy utilization within financial aid operations;and improper supervision leading to obstacles in realizing effective poverty alleviation through education.Consequently,the risk of corruption becomes increasingly prominent.To address these concerns comprehensively,colleges and universities should focus on training financial aid personnel who possess“morality,capability,diligence,performance excellence as well as integrity,”thereby effectively preventing and controlling integrity risks associated with financial aid work while transforming student financial assistance into a livelihood project supported by public endorsement.
