摘　　要：相较同等增幅的波动增长,边境贸易平稳增长可更显著地带动广西沿边经济开放。高水平开放要求下,加强边境贸易波动增长治理之于广西沿边开放意义重大。2015年以来,广西边境贸易具有规模越大,波动增长的频次就越高,幅度也越大的特征。其中,边民互市贸易是广西边境贸易波动增长的主要来源,而边民互市贸易波动又主要来自边民互市贸易进口波动。边境贸易高频大幅度波动增长不利于沿边产业的壮大、企业家精神的培育和沿边基础设施的利用。在现行条块分割多元主体利益分化的治理格局下,经济发展与边境安全无法有效协同是广西边境贸易波动增长形成的机理。广西边境贸易平稳高质量发展,更大作用发挥其对沿边经济开放的带动效应,须坚持系统思维,统筹发展与安全,从治理理念、治理机构、治理技术、治理路径和治理动员等维度协同推进。Compared with the fluctuating growth of the same growth amplitude,the stable growth of border trade can more significantly drive the opening up of the border economy in Guangxi.Under the background of high-level opening-up,strengthening the governance of fluctuating growth of border trade is greatly significant for border opening-up in Guangxi.Since 2015,border trade in Guangxi has been characterized by the larger the scale,the higher the frequency and amplitude of fluctuating growth.Among them,border trade serves as the primary driver of fluctuating growth in Guangxi's border trade,with the fluctuations mainly stemming from variations in border trade imports.The high-frequency and high-amplitude fluctuating growth in border trade are not conducive to the development of border industries,the cultivation of entrepreneurial spirit,and the utilization of border infrastructure.Economic development and border security,as the two core priorities in border areas,are unable to effectively coordinate under the current framework of fragmented and competing interests,forming the underlying mechanism behind the fluctuating growth of border trade.The stable and high-quality development of border trade in Guangxi requires adherence to systematic thinking,coordinated development and security,and coordinated promotion from the dimensions of governance concepts,governance institutions,governance technologies,governance paths,and governance mobilization.
