摘　　要：美国北卡罗来纳州三角研究园是在地方政府主导下,凭借区域研究型大学资源组建的高新产业园区,它的创办有力地推动了区域产业结构的优化升级。三角研究园的成功落地得益于州政府与三所研究型大学的协同联动及其所发挥的“最适作用”。在此过程中,州政府的角色从直接主导者转变为间接引领者,其参与方式从直接介入转变为宏观规划、税收激励和完善保障等形式的间接参与;研究型大学的角色从辅助支持者转变为技术主导者,推动了园区的繁荣发展。新时期,在我国推进大学科技园服务于区域经济发展转型时,地方政府应把握好动态参与的“形”与“度”,研究型大学应重视与龙头企业的深度合作,推动大学科技园从“聚企”模式向“创企”模式转变。The Research Triangle Park in North Carolina, USA, is a high-tech industrial park established under the leadership of the local government and with the resources of regional research universities. Its establishment has effectively promoted the iterative upgrading of the regional industrial structure. The successful implementation of the Park is due to the synergy between the state government and three research universities, and the “optimal role” they play. In this process, the role of the state government changed from direct leader to indirect leader, and the way of participation changed from direct intervention to indirect participation with macro planning, tax incentives, and perfect security, and the role of research universities changed from a supporting supporter to a technology leader, which had promoted the prosperity and development of the park. In the new era, when promoting university science and technology parks to serve the transformation of regional economic development in China, local governments should grasp the “form” and “degree” of dynamic participation, and research universities should attach importance to in-depth cooperation with leading enterprises. Both parties should jointly promote the transformation of university science and technology parks from the “gathering enterprises” model to the “creating enterprises” model.
