摘  要:以PPP模式下土建工程项目特征为基础,通过文献分析及调研,从预防、准备、响应、恢复四个维度构建应急能力评价指标体系,运用CRITIC赋权法确定各指标在评价体系中的重要性,引入改进Grey-TOPSIS模型,根据该模型对K市5个土建工程项目公司的应急能力进行案例分析,诊断出影响应急能力的重要指标因素,提出改进建议。Based on the characteristics of civil engineering projects under the PPP model,through literature analysis and research,the study constructs the evaluation index system of emergency response capability from four dimensions:prevention,preparation,response and recovery.Then the study determines the importance of each index in the evaluation system by the weighting method of CRITIC,and introduces and improves the Grey-TOPSIS model.According to the model,the study analyzes the emergency capacity of 5 civil engineering project companies in K City,finds out the important index factors affecting the emergency capacity,and puts forward the improvement suggestions.
