摘  要:[目的/意义]公共数字文化服务可及性链接供需两端,本质上体现着用户对服务供需匹配程度的评价。对公共数字文化服务可及性用户评价进行测度和形成机理探究,有助于把握其现状和问题,制定持续优化对策。[方法/过程]采用混合研究方法,使用模糊综合评价法对成都市实地调研的442份有效问卷作量化分析,应用扎根理论构建可及性用户评价形成机理的理论框架。[结果/结论 ]成都市公共数字文化服务可及性用户评价总体较好,但可获得性和可适应性仍显不足。公共数字文化服务可及性5维度呈现为“锥形”结构,可接近性处于高位“锥点”位置,可接受性和可知晓性分别位于“锥形”结构的底端,可获得性和可适应性位于“锥形”结构的中间部位。公共数字文化服务可及性用户评价形成于供需互嵌过程,资源配置和服务质量影响供给水平,用户也需跨越个体与社会、组织与经济和技术要素等壁垒,即M. Gulliford主张的“跨越障碍的医疗卫生服务可及性形成机理”经典框架得以印证。但由于中西方基本公共服务供给体系和具体服务事项类型的差异,公共数字文化服务可及性用户评价形成机理具有本土特征。[Purpose/Significance]The accessibility of public digital culture services links supply and demand,and it essentially reflects the user’s evaluation of the degree of match between supply and demand.Measuring and exploring users’evaluation and formation mechanism of the accessibility of public digital culture services is helpful for understanding the situation and problems and formulating continuous optimization countermeasures.[Method/Process]This article used a mixed research method that contains the fuzzy comprehensive evaluation method to quantitatively analyze 442 valid questionnaires from a field survey in Chengdu,and grounded theory to construct a theoretical framework for the formation mechanism of accessibility users’evaluation.[Result/Conclusion]The us-ers’evaluation of the accessibility of public digital culture services in Chengdu is generally positive,but availability and adaptability are still insufficient.The five dimensions of the accessibility of public digital culture services are presented as a“cone”structure,with spatial accessibility at the highest“cone point”position,acceptability and awareness at the bottom,and accessibility and adaptability in the middle.The users’evaluation of the accessibility of public digital culture services is formed in the process of inter-embedding supply and demand,in which resource allocation and service quality affect the outcomes of supply,and users have to cross the barriers of individual and social,organizational and economic and technological factors,which confirms the classical framework of“the for-mation mechanism of medical and health service accessibility across barriers”advocated by M.Gulliford.However,due to the differences in the basic public service supply system between China and the West and specific service types,the formation mechanism of users’evaluation of public digital culture service accessibility has local hetero-geneous.
