摘 要:[目的/意义]信息迷雾(Disinformation)是指通过传播真伪交织的信息来影响或误导他人决策的不确定性信息氛围。通过量化分析欧盟信息迷雾相关政策报告,挖掘欧盟信息迷雾的研究主题和重心,总结治理经验和治理障碍,立足中国国情,结合欧盟信息迷雾治理举措提出应对信息迷雾的中国式道路。[方法/过程]以欧盟出版署官方网站收录的2018年至今有关信息迷雾的欧盟各机构政策报告作为核心语料,卡内基国际和平基金会为欧盟信息迷雾制定的解决方案作为补充,运用LDA主题模型计算主题热度及主题阈值,对热点主题进行分析,并对主题演化情况进行阐述。[结果/结论 ]通过LDA模型共挖掘出8个欧盟信息迷雾相关主题,得到3个热点主题。研究发现欧盟信息迷雾政策及治理从对信息迷雾的界定开始,重心逐渐转向信息迷雾受众及技术治理中的民主和自由问题。同时,探讨诸如改变平台广告收入途径、支持事实核查工作以及普及媒介素养教育等信息迷雾治理举措,取得不错的治理成效,但也存在治理被动、缺乏数据访问计划及专门资源等各方面的局限。[Purpose/Significance]Disinformation refers to the atmosphere of uncertain information that in-fluences or misleads others in making decisions by disseminating information that is intertwined with truth and falsehood.By quantitatively analyzing EU disinformation reports,this article aims to explore the research themes and focuses,summarize governance experiences and obstacles.Finally,based on China’s national conditions and EU’s governance practice,it proposes a Chinese style approach to deal with disinformation.[Method/Process]Us-ing policy reports from various EU institutions on disinformation from 2018 to present,released on the website of EU Publications Office,as the core corpus,and the solution developed by the Carnegie Endowment for Internation-al Peace for EU disinformation as a supplement,the LDA topic model was used to calculate topic popularity and threshold,analyze hot topics,and explain the evolution of topics.[Result/Conclusion]Through the LDA model,a total of 8 EU disinformation related topics are excavated,and 3 hot topics are identified.The study finds that the EU disinformation policy and governance begins with the definition of disinformation.The research focus gradually shifts to the audience of disinformation and democracy and freedom issues in the technology governance.At the same time,measures such as changing platform advertising revenue channels,supporting factual verification work,and popularizing media literacy education are explored,achieving good governance results.However,there are also limitations in passive governance,lack of data access plans,and specialized resources.
