县域医共体建设中的协作困境及其纾解——基于帕特南社会资本理论的分析

摘　　要：全面推进县域医共体高质量、可持续发展,不仅需要加强硬件设施与政策、法律和制度性等方面安排,也要重视软环境的营造与优化。本文试图运用帕特南社会资本理论分析框架,阐释优化社会资本与医共体建设的内在适切性,进而管窥社会资本匮乏背景下医共体建设面临的协作困境,具体表现为社会信任不足、互惠规范缺失、参与网络薄弱等,并据此提出了增强社会信任、促进多元协作,完善互惠规范、增强内生动力,深化参与网络、提升协作水平等纾解策略,为全面推动紧密型县域医共体建设提供思路启发。To comprehensively promote the high-quality and sustainable development of county medical communities,it isnecessary to not only strengthen the hardware facilities and policy,legal and institutional arrangements,but also pay attention tothe creation and optimization of the soft environment.The intrinsic appropriateness of optimizing social capital and the constructionof medical communities were explained by using the analytical framework of Patnan's social capital theory,and then the collaborative dilemmas faced by the construction of medical communities in the context of the scarcity of social capital were examined,which were specifically manifested in the insufficiency of social trust,the absence of reciprocal norms,and the weakness of participatory networks.Based on which,it is proposed to enhance social trust,promote diversified collaboration,improve reciprocitynorms,intensify endogenous motivation,deepen the participation network,improve the level of collaboration and other mitigationstrategies,which will provide inspiration for the comprehensive promotion of close-knit county medical communities.
