摘　　要：目的:研究探索针对突发公共卫生事件的智能化医疗应急资源保障机制,为推进突发公共卫生事件应急管理提供参考。方法:以智能技术发展为契机,归纳总结智能化医疗应急资源保障的特点,以突发公共卫生事件的动态发展层和资源保障的智能运作层为框架,结合智能化的四个层面构建智能化医疗应急资源保障机制。并提出一种考虑跨层次影响的综合重要度计算方法,识别影响机制运行的关键因素。结果:提取到排名前三的影响因素为医疗应急资源匹配性、应急决策有效性和应急反应时间。综合各层次的影响因素,得出重要程度依次为管理智能、决策智能、医疗智能、监测智能。结论:智能化医疗应急保障机制的运行受各智能化层次的影响,甄别关键影响因素,使得管理、决策、医疗和监测智能化协同运作,保证机制的高效运行,进而提升医疗应急资源保障的能力和效率,为公共卫生安全提供坚实的支撑。Objective To study and explore the intelligent medical emergency resource guarantee mechanism for public health emergencies,and provide references for promoting emergency management of public health emergencies.Methods Taken the development of intelligent technology as an opportunity,the characteristics of intelligent medical emergency resources guarantee was summarized.Taken the dynamic development layer of the public health emergencies and the intelligent operation layer of resources guarantee as a framework,combined with four aspects of intelligence,a mechanism for intelligent medical emergency resources guarantee was developed.And a comprehensive importance calculation method considering cross-level impacts was proposed to identify the key factors affecting the operation of the mechanism.Results The top three influencing factors were matching of medical emergency resources,effectiveness of emergency decision-making,and emergency response time.Considering the influencing factors at all levels,the importance was ranked as management intelligence,decision-making intelligence,medical intelligence,and monitoring intelligence.Conclusion The operation of intelligent medical emergency guarantee mechanism is influenced by all levels of intelligence.The key influencing factors were identified,which made that management,decision-making,medical care and monitoring collaborate intelligently to ensure the efficient operation of the mechanism,thus improving the ability and efficiency of medical emergency resource guarantee and providing solid support for public health safety.
