摘　　要：进一步全面深化改革以完善和发展中国特色社会主义制度、推进国家治理体系和治理能力现代化为总目标。进一步全面深化改革为国家治理体系和治理能力现代化充实架构设计,国家治理体系和治理能力现代化为进一步全面深化改革提供制度根基。要准确把握进一步全面深化改革同国家治理体系和治理能力现代化之间的辩证关系,更好以进一步全面深化改革纵深推进国家治理体系和治理能力现代化。Further deepening reform comprehensively has as its overall goal of improving and developing the system of socialism with Chinese characteristics and modernizing China's system and capacity for governance.Further deepening reform in a comprehensive manner will enrich the structural design for modernizing China's system and capacity for governance,while the modernization of China's system and capacity for governance will in return provide institutional foundation for further deepening of reform in a comprehensive manner.It is necessary to accurately grasp the dialectical relationship between further deepening reform comprehensively and modernizing national governance system and governance capacity,so as to better promote the modernization of China's system and capacity for governance by further deepening reform comprehensively.
