摘　　要：国家设立荣誉表彰制度,是对个人或集体为国家和社会发展作出重要贡献的褒奖与肯定,既有价值引领的作用,又是有效的国家治理策略。本文认为国家荣誉制度基于“政治动员—社会回应”模型发挥政治作用。国家在制度建设、评选过程、表彰仪式、舆论宣传等动员中,传递国家的政治态度和政治价值;社会在接收到国家动员后,在情感共鸣、物质吸引、价值认同、政治理想唤醒等要素的依次递进中予以行动回应和价值认同。国家荣誉制度能够发挥其应有之义,绝非仅靠国家动员,它也取决于能否回应社会政治参与的愿景与诉求,只有充分激发起社会的即时性行动和长效性认同,国家荣誉制度才能在真正意义上实现政治功能的发挥。The establishment of the honor and commendation system by the country is a reward and affirmation of individuals or collectives who have made important contributions to the development of the country and society,which not only has a value-leading role,but also forms an effective national governance strategy.This paper argues that the national honor system plays a political role based on the“political mobilization and social response”model.The country promotes the mobilization of system construction,selection process,commendation ceremonies,public opinion publicity,etc.,to convey the country's political attitude and political values;after receiving the mobilization of the country,the society responds with action and value recognition in the sequential progression of elements,such as emotional resonance,material attraction,value identity,and political ideal awakening.The national honor system can play its due role,not only by national mobilization,but also depending on whether it can respond to the vision and demand of social and political participation.Only by fully stimulating the immediate action and long-term recognition of the society,can the national honor system realize the political function in a real sense.
