摘　　要：当前,中国不少地方政府财政逆差的巨额化、长期化、结构化矛盾特征愈加凸显,已经演变成为当前束缚和阻碍推动中国高质量发展和中国式现代化最重要的机制体制性问题之一,也成为中国当前政策制定者和学者们最需要重点关注的研究命题之一。依据长期针对全国范围内各级地方政府财政运行体制以及资金使用情况的实地调研和深入观察,本文深入发现并且着重归纳了当前中国部分地方政府财政资金使用效率问题的代表性行为和典型现象,识别和提炼出造成中国部分地方政府财政资金使用效率问题的重要形成机理与关键内在动因。并在此基础上,有针对性地提出破解中国地方政府财政资金使用效率问题的重要改革突破口和具体政策建议。Currently,many local governments in China are experiencing increasingly prominent issues of large-scale,prolonged,and structural fiscal deficits.This has evolved into one of the most significant systematic and institutional challenges that constrain and impede China's pursuit of high-quality development and modernization.It has also become one of the key areas of research that requires urgent attention of policymakers and scholars in China today.Based on extensive field research and observations of fiscal operations and fund use at various levels of local government across the country,this paper thoroughly identifies and summarizes the representative behaviors and typical phenomena of efficiency issues in the use of fiscal resources by some local governments in China.This paper aims to identify and extract the key mechanisms and underlying factors that contribute to the efficiency issues in the use of fiscal funds by some local governments.On this basis,the paper proposes targeted reform breakthroughs and specific policy recommendations to address and mitigate the efficiency issues in fiscal fund utilization by local governments in China.
