为谁负责与如何负责:全过程人民民主的责任逻辑

摘　　要：全过程人民民主具有独特的责任逻辑,从根本上回答了民主“为谁负责”“如何负责”的问题。“对谁负责”体现了全过程人民民主的价值意蕴。全过程人民民主在马克思主义的指导下,融汇中华优秀文化的基因,明确了民主“为了谁”的问题,在问题导向的民主目标中落实了“人民性”的责任向度。“如何负责”体现了全过程人民民主的实践准则。“有事好商量”凸显了全过程人民民主程序的实践原则,为商量的过程提出了责任规范,体现了马克思主义交往实践观和中华优秀传统文化中的交往观,创新解决了民主“如何负责”的问题。全过程人民民主的责任逻辑使其呈现出三方面特质:“民生政治”是全过程人民民主的重要出发点和落脚点,政治生活与社会生活是全过程人民民主的实践场景,建构和谐共同体全过程人民民主的运作指向。Whole-process people's democracy has its particular logic of responsibility,which in essence clarifies two vital issues of“responsible for whom”and“how to be responsible”in democracy.Firstly,the angle of“responsible for whom”reveals the value of whole-process people's democracy.Whole-process people's democracy clarifies the orientation of democracy under the Marxism and fine traditional Chinese,which practices the responsibility of affinity to people by shaping the problem-orientation of democratic goal.Secondly,the angle of“how to be responsible”shows the practical principles of whole-process people's democracy.The idea of“deliberations in good faith”shows the practical principle of whole-process people's democracy.This idea gives the responsible norm to the discussion process,and jointly reflects interactive philosophies of Marxism and fine traditional Chinese culture.Based on the responsibility logic of whole-process people's democracy,it presents three characteristics:for the whole-process people's democracy,the“politics of livelihood”is the important starting point and anchoring point;political life and social life constitute the practical area;the building of harmonious community is the operational orientation.
