叙事何以推动人工智能治理政策的演变与重新校准:基于算法政策的文本分析(2017—2023)

摘　　要：人工智能技术快速更新迭代亟须各国建立具有适应性的治理政策体系。算法治理政策如何演进与创新以应对技术风险?围绕算法治理议题现有研究展开了理论探讨与实践经验归纳,仍缺乏对治理政策决策过程的洞察。本研究选取政策文本展开分析,通过对新闻进行人工编码识别算法治理政策叙事要素特征,并阐释叙事效应对人工智能治理政策的影响。研究发现,叙事通过刻画无辜的中性角色引发了政策反应,负面角色问题责任归属的论辩与正面角色认同推动了集中治理。叙事寓意塑造了积极乐观的技术态度,有助于推动决策过程适应动态变化并提升敏捷性。本研究认为,叙事是塑造公众舆论和影响决策者的强有力工具,人工智能治理进程中需主动感知社会叙事传递的政策需求,并设计叙事引导社会公众动态接纳新兴技术。The rapid development and iteration of artificial intelligence(AI)technology urgently require countries to establish adaptive governance policy systems.How can algorithm governance policies evolve and innovate in response to technological risks?The existing researches on algorithm governance have conducted theoretical exploration and practical experience analysis,but lacked insights into the governance policy decision-making process.This study selects policy texts for analysis,identifies policy narrative elements through manual coding of news,and explains the impact of narrative effects on AI governance policies.The study finds that narrative effects have prompted policy responses by depicting the consequences of problems through innocent neutral characters,while debates on negative role responsibility attribution and positive role identification have driven centralized governance.Narrative implications have shaped a positive and optimistic technological attitude,which helps promote decision-making processes that adapt to dynamic changes and improve agility.This study posits that narratives are powerful tools for shaping public opinion and influencing decision-makers.In the AI governance process,it is crucial to proactively perceive the policy demands conveyed by social narratives and design narratives that guide the public to dynamically accept emerging technologies.
