基层治理的有效性与持续性--基于香县社区大党委治理结构演变的分析

摘　　要：社区事务成为政府部门的运作内容,这构成了当前城市社区治理的新面向,本研究将其归纳为“城市社区治理的科层化”。县级政府推动社区大党委的制度实践体现了这一新面向。基于此,本研究深入分析了社区大党委化解社区治理困境发挥的组织功能,并呈现了社区大党委治理结构的演变历程。研究发现,社区大党委发挥着将科层部门资源“社区化”和协调多政府部门参与社区治理的组织功能。这些组织功能的有效实现依赖具有高权威地位领导的引入,而具有高权威地位领导稀缺的注意力资源所诱发的持续性难题也同时嵌入城市社区。有效性与持续性的深刻矛盾塑造了社区大党委治理结构的演变。本文进一步认为,该矛盾构成了中国地方政府内部所有具有高权威地位领导介入治理事务实践的基本底色。基于研究案例,本文指出,领导权威的适当引入构成“高位推动”中领导注意力分配与多部门协同治理关系中一种特殊但并非孤例的形态。Community affairs have become a new aspect in contemporary urban community governance,which this study refers to as"the bureaucratization of urban community governance."The systematic practices of the county government to promote the Community Big Party Committee reflect this new aspect.Based on this,this study conducts an in-depth analysis of the organizational functions of the Community Big Party Commitee in addressing challenges in community governance and examines the evolution of its governance structure.Findings indicate that the establishment of Community Big Party Commitee serves an organizational role by integrating bureaucratic resources and coordinating the participation of multiple government departments in community governance.The effective realization of these functions depends on the involvement of leaders with high authority status.However,the persistent problems induced by the limited availability of these leaders'attention resources are also embedded in urban communities.The fundamental contradiction between effectiveness and sustainability has shaped the evolution of the governance structure of Community Big Party Committees.Furthermore,this paper argues that this contradiction constitutes the basic background for the intervention of high-authority leaders in governance affairs within Chinese local governments.Based on the case study,this paper also tries to point out that the strategic introduction of leadership authority represents a distinct,yet not unique,form of balancing leadership attention allocation with multi-department collaborative governance under the framework of"high-level promotion".
