摘 要:随着现代社会进入乌卡时代,民航突发事件频发。为完善现行民航突发事件应急管理机制,需要在总结我国当前民航应急管理机制现状基础上,根据民航应急工作实际需求提出基于区块链技术的民航突发事件应急管理机制架构,针对包括平台架构、组织架构和技术架构3个维度,体系化地描述架构所包含的内容,研究从系统运转机制、预警与民航应急保障阶段、紧急处置阶段、善后恢复阶段这“1系统+3阶段”角度阐述了实际运转流程,还进一步探讨了该机制具体应用。区块链将为民航突发事件下应急管理提供全周期、全方位的应急支持,弥补现行民航突发事件应急管理机制不足的问题,推动其向现代化发展。With the modern society transitioning into the VUCA era,civil aviation emergencies have become increasingly frequent.To enhance the current civil aviation emergency management mechanism,it is imperative to evaluate the existing framework of China's civil aviation emergency management and propose a new mechanism based on blockchain technology tailored to the specific needs of civil aviation emergency operations.This study examines the proposed mechanism from three dimensions:platform architecture,organizational structure,and technical infrastructure,systematically detailing the components within this framework.The operational process is elaborated through the system operation mechanism,encompassing the warning and support stage,the emergency response stage,and the post-incident recovery stage,referred to as “1 system+3 stages”.Additionally,the practical application of this mechanism is explored.Blockchain technology will provide comprehensive,full-cycle emergency support for civil aviation emergency management during crises,addressing the shortcomings of the current system and advancing its modernization.
