乡村振兴视阈下河北省财政支农效率测度与提升路径研究

摘　　要：本文采用三阶段DEA方法,分市域测算河北省财政支农效率,提出效率提升路径。研究表明:财政支农支出总体呈波动增长态势,支出聚焦领域日益多元化,财政支农支出管理规范逐步制度化;财政支农综合技术效率均值为0.9294,财政支农效率相对较高,但是,11个城市的综合技术效率呈现明显的两级分化;河北省提高财政支农效率,应加大财政支农支出力度,优化财政支农支出结构,完善财政支农支出绩效评价和规范财政支农资金管理。In this paper,the three-stage DEA method is used to measure the efficiency of financial support for agriculture in Hebei Province by municipal area and the efficiency improvement path is proposed,The results of the study show that:(I)The characteristics of financial support for agriculture exhibit fluctuating growth in expenditure,increasing diversification of expenditure focus areas,and a gradual institutionalization of expenditure management norms.(2)The comprehensive technical efficiency of financial support for agriculture averages at 0.9294,which is relatively high.However,there is a clear bifurcation in the comprehensive technical efficiency among the eleven cities.(3)To enhance the efficiency of financial support for agriculture in Hebei Province,measures should be taken to increase the strength of financial support,optimize its structure,improve performance evaluation,and standardize fund management.
