摘　　要：低空文旅产业是“低空经济+文旅”场景融合衍生的新兴业态,融合低空飞行与文旅体验,为游客提供了一种全新的、独特的旅游方式。随着技术的不断进步和政策的持续推动,低空文旅产业已成为推动区域经济和旅游业高质量发展的重要引擎。低空文旅产业正处于成长初期,存在政策限制与空域管理难、基础设施不足与资源配置难、运营成本高与盈利能力较弱、安全保障体系不完善与风险管理难等现实困境。为此,从制定政策、基础设施、多方合作、产品谋划与宣传推广等方面,提出低空文旅产业高质量发展的实现路径,以期促进低空文旅产业持续、健康、高质量发展。The low altitude culture and tourism industry is an emerging business model derived from the integration of"low altitude economy+culture and tourism"scenarios.It combines low altitude flight with cultural and tourism experiences,providing tourists with a new and unique way of tourism.With the continuous advancement of technology and the continuous promotion of policies,the low altitude culture and tourism industry has gradually become an important engine for promoting high-quality development of regional economy and tourism industry.The low altitude culture and tourism industry is in its early stages of growth,facing practical challenges such as policy restrictions and dificulties in airspace management,insufficient infrastructure and resource allocation,high operating costs and weak profitability,incomplete security systems and difficult risk management.To this end,a path for achieving high-quality development of the low altitude culture and tourism industry is proposed from the aspects of policy formulation,infrastructure,multi-party cooperation,product planning,and promotion,in order to promote the sustained,healthy,and high-quality development of the low altitude culture and tourism industry.
