摘　　要：为贯彻实施区域协调发展战略以推动中国式现代化建设,区域规划协同治理具有必要性,而协同法治化建设是其题中应有之义。国家战略性区域规划作为我国区域发展的重要载体,本质上属于区域政府行政合作的自主性事权,又因“协商条款”的预设空间而具有协同的法理基础。当前,该类区域规划的协同法治已具规范性,以长三角地区区域规划一体化为典型,在中央政策引领下,地方区域规划立法先行。国家战略性区域规划协同的法律要素包括协同组织机构建设、合作行为协调以及利益责任分配,未来应从加强学理建设、健全法规体系、完善配套组织、优化行为机制等方面推进。In order to implement the regional coordinated development strategy and promote the high-quality development of Chinese-style modernization,the coordinated governance of regional planning is essential,with the construction of the coordinated legalization being a fundamental component.As an important carrier of regional development in our country,the national strategic regional planning inherently constitutes an autonomous administrative authority of regional governmental cooperation,grounded in the jurisprudential basis provided by the"negotiation clauses"embedded in its design.At present,the legal framework for coordinating such regional planning has taken normative shape.Exemplified by the integrated regional planning in the Yangtze River Delta,local regional planning legislation has taken the lead under the guidance of central policies.The specific legal elements of the coordination of national strategic regional planning include establishment of collaborative organizational structures,the harmonization of cooperative actions,and the allocation of interests and responsibilities.In the future,it is supposed to strengthen the theoretical foundations,refine the legal framework,enhance supporting institutions,and optimize behavioral mechanism.
