摘　　要：基层社会治理是国家治理体系和治理能力现代化的重要一环,其实践演进是一个行政力量、市场力量和社会力量相互交融的过程。但现实中,社会力量往往处于弱势的、难以发动的一方。如何在党委领导、政府负责的前提下,努力找回基层治理中的社会性,增强社会活力,成为基层治理推进的关键。具体表现为:在“街居联结”中寻找“社会性”,在“类型社区”中发现“社会性”,在基层民主协商中实践“社会性”,在网格化治理中融入“社会性”,以社会组织创生“社会性”,从社区文化底蕴中发掘“社会性”,在智慧治理中发现“新社会性”。基层社会治理推进的重要目标是社会的秩序与和谐,而发掘、激活社会性实为社会治理目标达成之必由途径。强调基层社会治理实践过程中社会性的重要,并不是排斥其他元素的存在,而是强调基层治理中自治、法治、德治必须巧妙地融合在一起,方能实现治理的提档升级。As an important part of the modernization of the national governance system and capacity,the practical evolution of grassroots social governance is a process in which the Party and administrative forces,market forces,and social forces are intertwined.However,it is worth noting that social forces are often weak and difficult to mobilize,so finding the social nature of grassroots governance under the premise of the Party leadership and government responsibility and enhancing social vitality have become the keys to the advancement of grassroots governance.Specifically,it is manifested in the following ways:finding the“sociality”in“government-residents connection”,“democratic consultation”,and“community type”;creating“sociality”in“grid governance”and“social organizations”;discovering“sociality”from the cultural heritage of the community;and discovering“new sociality”in intelligent governance.The important goal of grassroots social governance is to promote social order and harmony,and the discovery and activation of social power is the necessary way to achieve the goal of social governance.Emphasizing the importance of discovering grassroots sociality in the process of practicing grassroots social governance does not mean excluding the existence of other elements,but rather emphasizing that self-governance,the rule of law,and good governance must be skillfully integrated in grassroots governance,to achieve upgrading of governance.
