摘　　要：经过70 a的努力与探索,我国荒漠化防治取得了举世瞩目的成就,为全球荒漠化防治提供了中国方案。本文对我国荒漠化防治政策与技术方面的发展历程进行了系统梳理,旨在为人们系统了解荒漠化防治及助推其发展提供服务。我国的荒漠化防治政策经历了萌发(1949-1977年)、初步形成(1978-1994年)、快速发展(1995-2012年)和提质增效(2013年至今)4个阶段;荒漠化防治技术经历了起步探索(1949-1977年)、稳步发展(1978-1999年)、快速提升(2000-2012年)和创新突破(2012年至今)4个阶段。我国荒漠化防治政策演变与技术发展相互促进、相辅相成,政策为技术发展提供了引导和支持,技术发展为政策调整完善提供了动力和依据。荒漠化防治中国方案的形成主要得益于党的正确领导、科技联合创新和“人与自然和谐共生”理念的坚持。After 70 years of hard work and exploration,China has made remarkable achievements in desertification control,providing a Chinese solution for global desertification control.This paper systematically combed the development and evolution process of China's desertification control in terms of policy and technology,in order to provide services for people to systematically understand desertification control and promote its development.China's desertification policy has experienced through four stages:germination(1949—1977),initial formation(1978—1994),rapid development(1995—2012),and improvement in quality and efficiency(2013 present).Desertification control technology has experienced four stages:initial exploration(1949—1977),steady development(1978—1999),rapid improvement(2000—2012),and innovation breakthrough(2012 present).In China,the evolution of desertification prevention and control policies and the development of technologies have been mutually reinforcing.Policies provide guidance and support for technological development,and technological development offers the impetus and basis for the adjustment and improvement of policies.The formation of China's approach to desertification prevention and control mainly benefits from the correct leadership of the Party,joint scientific and technological innovation,and the commitment to the concept of harmonious co-existence between man and nature.
