数字政府服务能力提升的影响因素和路径研究——基于31个省级政府的动态定性比较分析

摘　　要：数字政府建设是推进国家治理体系和治理能力现代化的重要抓手。当前我国大力推进数字政府建设,提高政务服务效率,满足公众日益多元的数字化服务需求,但数字政府服务仍存在服务满意度不佳、创新投入与收效不匹配的现实问题。以我国31个省级政府数字服务能力为研究对象,运用动态定性比较分析方法,剖析数字政府服务能力提升的多种影响因素及其组态关系。结果显示,形成高数字政府服务能力的条件组态有资源拉动—环境辅助型、需求—资源—技术—环境联动型、技术支撑—环境推动型、技术创新—政府牵引型四类。基于此提出政策建议:提高政府数字服务能力应强化资金保障体系,建设整体性服务政府,促进区域内数字基础设施共建,以数字经济反哺数字政府,加强制度建设注重数字技术创新应用。The construction of digital government is a critical mechanism for advancing the modernization of national governance systems and capabilities.Recently,China has been vigorously promoting the construction of digital government,improving the efficiency of government services,and meeting the public's increasingly diversified digital service needs.However,there are still practical problems in digital government services,such as poor service satisfaction and a mismatch between innovation investment and returns.Taking the digital service capabilities of 31 provincial governments in China as the research object,this paper uses the dynamic qualitative comparative analysis(QCA)method to analyze various influencing factors affecting the improvement of digital government service capabilities and their configurational relationships.The results show that there are four types of configurational conditions for forming high digital government service capacities:the resource-driven and environment-assisted condition,the demand-resource-technology-environment linkage condition,the technology-supported and environment-driven condition,and the technology-innovation and government-led condition.Based on this,policy recommendations are put forward.To improve the digital service capabilities of the government,it is necessary to strengthen the financial guarantee systems,build an integrated service-oriented government,promote the joint construction of digital infrastructure within the region,support the digital government with the digital economy,and strengthen institutional construction while paying attention to the innovative application of digital technologies.
