数字赋能下政府治理的困境与路径研究

摘　　要：党的二十大报告中明确提出了“加快建设网络强国、数字中国,以数字中国建设助力中国式现代化”等要求。当前,数字赋能下政府治理具有优化升级数字基础设施,初步建成政务服务平台和完善政务信息公开体系等功效。在数字赋能下政府治理能力显著提升,但与人民群众对政府工作效能的期望还有一定的差距,面临着数字政府治理管理机制、数字政务信息资源整合、数字赋能政府治理效能和数字政府信息安全保障等现实困境,故此提出推进数字政府治理整体建设、创新政务信息交互共享平台、完善多元主体协同治理机制和强化数字政府治理安全保障等路径。The report of the 20th National Congress of the Communist Party of China explicitly proposed requirements such as"accelerating the construction of a cyber powerhouse and a digital China,and leveraging the development of a digital China to support Chinese modernization."Currently,government governance empowered by digital technology has achieved significant results,including the optimization and upgrading of digital infrastructure,the initial establishment of government service platforms,and the improvement of government information disclosure systems.While the capabilities of government governance have been notably enhanced under digital empowerment,there remains a gap between the current state and the public's expectations for government efficiency.Challenges such as the management mechanisms of digital government governance,the integration of digital government information resources,the effectiveness of digital empowerment in governance,and the security of digital government information persist.Therefore,this paper proposes pathways to advance the comprehensive construction of digital government governance,innovate platforms for interactive sharing of government information,improve multi-stakeholder collaborative governance mechanisms,and strengthen the security safeguards of digital government governance.
