完善城乡融合发展体制机制论析

摘　　要：城乡融合发展是中国式现代化的必然要求,也是解决好城乡发展不平衡不充分问题的治本之策。进入新时代,随着我们党对城乡关系认识的不断深化,城乡融合发展步入高质量发展阶段。然而,城乡融合发展体制机制的不完善,引发的城镇化发展质量水平、城乡要素配置、城乡发展相对差距以及城乡融合发展内生动力等系列问题,仍是影响高质量推进中国式现代化的深层次制约因素。进一步全面深化改革,以城乡融合发展推进中国式现代化建设,必须锚定完善城乡融合发展体制机制这一总抓手,以健全推进新型城镇化体制机制、巩固和完善农村基本经营制度、完善强农惠农富农支持制度、深化土地制度改革为着力点,促进城乡共同繁荣发展。Integrated urban-rural development is not only an essential prerequisite for the Chinese path to modernization but also the fundamental strategy to resolve the problem of imbalanced and insufficient development in urban and rural areas.In the new era,as the Communist Party of China(CPC)continues to deepen its understanding of urban-rural relations,this integration has entered a high-quality development phase.However,inadequate institutional mechanisms for integrated urban-rural development have triggered persistent challenges,including low-quality urbanization,inefficient allocation of urban-rural resources,widening development gaps,and insufficient endogenous motivation for integration.These issues remain critical constraints hindering the high-quality advancement of the Chinese path to modernization.To accelerate comprehensive reforms and advance modernization through urban-rural integration,we must prioritize refining the institutional framework for integrated development.This entails establishing robust mechanisms for new urbanization,strengthening the rural collective management system,enhancing policy support for agricultural revitalization,farmer welfare,and rural prosperity,and deepening land system reforms,thereby achieving coordinated prosperity across urban and rural areas.
