摘　　要：自2016年试点以来,我国长期护理保险取得一定成效,为如何借助保险推进基本养老服务体系建设、提高基本公共服务均等化提出了探索性方案。文章基于南京实地调研,深入分析长期护理保险的现状与发展困境,并针对性地从南京市长期护理保险设计阶段与实施阶段方面提出优化建议。文章认为,实施综合优化和创新的对策能够有助于改善南京市长期护理保险的发展现状,进一步推进基本养老服务体系建设。Since the pilot project in 2016,China’s long-term care insurance has achieved certain results,and an exploratory plan has been put forward for how to promote the construction of the basic pension service system and improve the equalization of basic public services with the help of insurance.Based on the field research in Nanjing,this paper deeply analyzes the current situation and development dilemma of long-term care insurance,and puts forward optimization suggestions from the design and implementation stages of long-term care insurance in Nanjing.The study concludes that the implementation of comprehensive optimization and innovative countermeasures can help improve the development status of nursing insurance in the mayor of Nanjing,so as to further promote the construction of the basic pension service system.
