摘　　要：随着大国博弈的加剧,国际制裁成为一国向全球投射实力和影响力的重要工具。国际制裁的核心要素包括制裁的概念和动因、制裁主体与制裁客体、制裁内容及制裁手段、制裁时间以及制裁有效性。它们相互影响、彼此作用,构成了统一完整的制裁实施过程与效果评估。制裁目标的设定是选取相应制裁内容和制裁类型的基本依据,而制裁时间和次序则决定了制裁的实施路径和效用边界。制裁有效性不是由制裁国单向决定的,制裁与反制裁之间的策略互动极大地影响到制裁效果。本项研究旨在对国际制裁的既有文献进行全面梳理和系统总结,特别是追踪国际制裁的政治经济研究的最新进展,力求提炼出与制裁相关的命题,进而引发对制裁理论与实践的进一步思考。As the game between major powers intensifies,international sanction has become an important tool for a country to project its power and influence to the world.The core elements of international sanction include the concept and motivation of sanction,the subject and object of sanction,the content and means of sanction,the timing of sanction,and the effectiveness of sanction.They influence and interact with each other,forming a unified and complete sanction implementation process and effect evaluation.The setting of sanction target is the basis for selecting the corresponding sanction types,while the timing and sequence of sanction determine the implementation path and effectiveness boundary of sanction.The effectiveness of sanction is not determined unilaterally by the sanctioning country.The strategic interaction between sanction and counter-sanction greatly affects the effect of sanction.This article aims to comprehensively sort out and systematically summarize the existing literature on international sanction,especially to track the latest progress in the political and economic research of international sanction,and strive to extract propositions related to sanction,thereby triggering further thinkingon sanction theoryand practice.
