摘　　要：全球南方的崛起已成为当今世界颇受瞩目的现实动向。从现实变化与既有研究来看,全球南方的崛起实际体现在实践和话语两个维度,其在政治、经济、文化等方面的发展正深刻影响着国际局势,并对全球治理产生了多重意义。在理论层面,全球南方的崛起推动了全球治理理论研究的“全球转向”,有助于破除西方中心主义,促进多元范式的发展;在结构层面,全球南方的崛起有助于调整当前全球治理存在的空间结构错位、制度结构分化、权力结构失衡、观念结构迟滞等问题,为全球治理秩序的稳定与变革贡献积极力量;在功能层面,全球南方强化了全球治理的发展导向,有助于提升全球发展治理的有效性;与此同时,尚处于建构之中的全球南方既为中国提供了在全球治理中发挥大国影响力的舞台,也蕴含着中国参与全球南方建构进而更好参与全球治理、推动中国特色大国外交的行动空间,凸显了全球治理发展中的“中国”意义。The rise of the Global South has become a prominent reality in the world today.From the perspective of real changes and existing studies,the rise of the Global South is manifested in both practice and discourse dimensions,and its development in politics,economy,culture,etc.is deeply influencing the international situation and has muliple meanings for global governance.At the theoretical level,the rise of the Global South has driven the"global turn"in the study of global governance theories,helping to break through Western-centrism and promote the development of pluralistic paradigms.At the structural level,the rise of the Global South can facilitate the adjustment of spatial structure mismatches,institutional diferentiation power imbalances,and conceptual stagnation in global governance,thereby contributing to the development of global governance.At the functional level,the Global South has strengthened the development orientation of global governance,helping to enhance the effectiveness of global development governance.Meanwhile,the ongoing Global South not only provides a platform for China to exert its great influence as a major power in global governance but also offers opportunities for China to participate in the construction of the Global South to better contribute to global governance and promote major country diplomacy with Chinese characteristics,thus highlighting the significance of"China"in the development of global governance.
