摘　　要：近年来,美欧不断把全球治理作为大国博弈的工具,致使其被过度裹挟进国际政治竞争中,全球治理出现泛政治化现象。全球治理泛政治化主要表现为治理主体泛政治化、治理议题泛政治化及治理规则泛政治化。作为全球治理泛政治化的重要动因,国际观经由对外政策,作用于全球治理要素并引发了全球治理泛政治化。美欧持有的“世界领导者”角色观、共存占优竞合观及私利性规则观,导致他们采取了竞争性区域国别政策、转化性全球治理政策及偏私性国际制度政策。这些对外政策弱化了各国间全球治理合作以及国际组织效能,促使多个全球治理议题“升级”失焦,并破坏了多项全球治理规则的公正性,从而导致了全球治理泛政治化。人类命运共同体理念所倡导的平等尊重、互利共赢、公正包容等原则可以打破角色预设,化解权力竞逐,超越霸权逻辑,进而塑造有别于美欧的角色观、竞合观与规则观并促使全球治理“去政治化”。In recent years,the United States and the European Union(EU)have continued to use global governance as a tool for the game of great powers,which has resulted in their excessive involvement in international political competition and the phenomenon of"pan-politicization"of global governance.Pan-politicization of global governance is mainly manifested as pan-politicization of governance subjects,governance issues,and governance rules.As an important driving force for the pan-politicization of global governance,the international outlook,through foreign policy,plays a role in the elements of global governance and triggers the pan-politicization of global governance.The United States and EU's views of the role of"world leader,"coexistence,dominance and co-competition,and self-interested rules have led to the adoption of competitive regional and national policies,transformative global governance policies,and self-serving international institutional policies.These foreign policies have weakened the cooperation in global governance among countries and the effectiveness of international organizations,contributed to a loss of focus on the"escalation"of several global governance issues,and undermined the fairness of many global governance rules,thus leading to the pan-politicization of global governance:The principles of equality and respect,mutual benefit and win-win results,and fairness and inclusiveness advocated by a human community with a shared future can break the presupposition of roles,dissolve the competition for power,and transcend the logic of hegemony,thus shaping the outlook of roles,co-competition and rules that is different from that of the U.S.and the EU and contributing to the"depoliticization"of global governance.
