摘　　要：随着与美国关系的持续恶化以及对其单极霸权秩序的日益不满,俄罗斯逐步探索提出多极世界秩序构想。该构想以多极世界体系为基础,反对美国的单极霸权;强调传统文化和文明的多样性,反对美国的普世价值观和文化霸权;主张多边合作和平等发展,反对单边主义和殖民主义。为此,俄罗斯在批判美国单极霸权秩序的同时,加快“向东转”,以“金砖”扩容为抓手开展“全球南方”外交,推动集安组织与上合组织合作,促进欧亚经济联盟与“一带一路”对接。主观上,俄罗斯多极世界秩序构想及其实践旨在摆脱美国的秩序制约、争取更多国际支持。客观上,俄罗斯的多极世界秩序构想契合了国际格局多极化和国际关系民主化趋势,其实践有助于推动构建国际新秩序。With the continuous deterioration of relations with the United States and increasing dissatisfaction with its unipolar hegemonic order,Russia has gradually explored and put forward the concept of a multipolar world order.This concept is based on a multipolar world system and against the unipolar hegemony of the United States;emphasizes the diversity of traditional culture and civilizations and opposes the universal values and cultural hegemony of the United States;advocates multilateral cooperation and equal development rights,and objects unilateralism and colonialism.To this end,Russia,while criticizing the unipolar hegemonic order of the United States,has accelerated its"Turn to the East,"carried out the Global South diplomacy with the expansion of the BRICS as the starting point,advanced the cooperation between the Collective Security Treaty Organization(CSTO)and the Shanghai Cooperation Organization(SCO),and promoted the docking between the Eurasian Economic Union(EAEU)and the Belt and Road Initiation(BRI).Subjectively,Russia's concept of a multipolar world order and its practice aim to break free from the constraints of the U.S.-dominated order and seek greater international support.Objectively,Russia's concept of a multipolar world order is in line with the trend towards multipolarity in the international arena and the democratization of international relations,and its practice is contributing to the construction of a new international order.
