科技创新激励机制与评价机制的重塑

摘　　要：中国科技创新战略成绩显著,但科技创新机制仍然存在很多薄弱环节,成为影响经济动能作用有效发挥的堵点。科技创新的激励机制存在扭曲需要矫正,如精神激励欠缺,行业薪金差距错位,科技岗位薪金总体偏低。科技创新的评价机制需要科学而公正地再塑,如评审主体的独立性、评审方式的社会性和评审过程的保密性明显不足。“五唯”问题有待具体考察,不唯论文可能忽轻视论文的重要性;所谓“五唯”问题,根源在于对单位和个人评价的内容不科学,在科研相关评价中存在较多的“科研符号”和“学术标签”而非论文问题。解决这些问题需要突破性探索。China's strategy of scientific and technological innovation has achieved remarkable results,but there are still many weak links in the of scientific and technological innovation,which have become a blockage affecting the effective play of economic momentum.The incentive mechanism of scientific and technological innovation needs to be corrected such as the lack of spiritual incentives,the dislocation of industry salary gaps,and the overall low salary of scientific and technological positions.The evaluation mechanism of scientific and innovation needs to be reshaped scientifically and impartially,such as the independence of the evaluation subject,the sociality of the evaluation method,and the confidentiality of the process are obviously insufficient.The“five-only”problem needs to be examined specifically,and not only focusing on papers may overlook the importance of papers;the so-calledfive-only“problem,the root cause lies in the lack of scientific content in the evaluation of units and individuals,and there are many”scientific research symbols“andacademic labels”in the evaluation related to scientific research,rather than the problem of papers.Solving these problems requires breakthrough exploration.
