摘　　要：2020年湖南省顺利完成脱贫攻坚任务,构建了具有湖南特色、可供其他地区参考和借鉴的“湖南模式”与“湖南经验”。但还存在一定的问题,如农村公共事务治理中集体行动能力弱、社会资本助力乡村振兴实效弱、农村劳动力流失严重、组织带头示范作用弱;保障体系不健全;乡村金融体系落后、资金投入少;基础设施不健全;村民“乡愁”观淡化等困境。本文深入探索湖南省脱贫攻坚与乡村振兴有效衔接的内在逻辑与实现机理,提出湖南省脱贫攻坚与乡村振兴协调发展的实践路径:拓展社会资本参与乡村振兴,整合推动重大项目建设。强化社会动员机制衔接。拓展脱贫攻坚成果,严防规模性返贫。统筹人力资源开发利用,夯实现代化基础。加强农业环境保护,推进农业绿色转型。稳妥推进乡村建设,改善农村生活条件。为湖南省持续巩固脱贫成果,接续推进乡村振兴发展提供新的视角和有益的参考。In 2020,Hunan Province successfully completed the task poverty alleviation,building a“Hunan Model”and“Hunan Experience”with Hunan characteristics,which can be referred to and learned from by other regions However,there are still some prob lems,such as weak collective action capacity in rural public affairs governance,weak effectiveness of social capital in promoting rural revitalization,serious loss rural labor force,weak leading and demonstration role of organizations;imperfect security system;backward rural financial system and less capital investment;imperfect infrastructure;villagers'homesickness view is diluted and other dilemmas.This paper explores the inherent logic and realization mechanism of the effective connection between poverty alleviation and rural revitalization in Hunan,and proposes the practical path of coordinated development of poverty alleviation and rural revitalization in Hunan Province:expanding the participation of social capital in rural revitalization,and promoting major projects construction.Strengthen the connection of social mobilization mechanism.Expand the achievements of poverty alleviation and prevent large-scale relapse into poverty.Coordinate development and utilization of human resources and consolidate the foundation of modernization.Strengthen the protection of agricultural environment and promote the green transformation of agriculture.Promote rural construction and improve rural living conditions.This paper provides new perspectives and useful references for Hunan Province to continuously consolidate the achievements of poverty alleviation and continue to promote the development rural revitalization.
