国土空间规划体系下主体功能区细化思路研究——以江西省为例

摘　　要：国土空间规划体系下主体功能区优化与传导是主体功能区战略精准落地的关键。本研究以江西省为例,落实上位国土空间规划确定的主体功能区,以“双评价”分析结果为基础,识别地理环境内部差异性较大的县域单元,细化以乡镇为单元的主体功能区,最终确定全省乡镇级主体功能区农产品主产区583个,占全省乡镇比例36.53%;重点生态功能区447个,占全省乡镇比例28.01%。城市化发展区566个,占全省乡镇比例35.46%;将乡镇主体功能区与“三线一单”情况进行分析,优先保护区内涉及城市化地区乡镇占全省乡镇比例16.75%,涉及农产品主产区乡镇占全省乡镇比例28.88%;重点生态功能区内涉及重点管控单元乡镇占全省乡镇比例23.73%。最后,提出优化主体功能区分区和健全完善主体功能区相关政策制度的建议。Optimization and refinement of Main Functional Zone under the Territorial Spatial Planning system is the key to accurate implementation.This study takes Jiangxi Province as an example,implements the main functional zones determined by the superior territorial spatial planning,and identifies the county-level units large internal differences in the geographical environment based on the results of the“double evaluation”analysis.The main functional zones are refined with towns as the unit,and finally 583 township-level main functional zones of agricultural product production areas in the province are determined,accounting for 36.53%;key ecological functions there are 447 districts,accounting for 28.01%.There are 566 urbanized zones,accounting for 35.46%;comparing the main functional areas of towns and villages with the“three base lines and one list”,16.75%of the towns and villages in the priority protected areas involve urbanized areas, and 28.88% involve the towns and villages in the main agricultural product production areas;key ecological areas the towns and villages involving key management and control units in the functional area account for 23.73%. Finally, suggestions for optimizing the Main Functional Zone zoning and policy systems are put forward.
