数字政府建设从制约走向融合的逻辑理路——以长三角地区为例

摘　　要：新时代,在数字政府建设的热潮中,如何真正实现数字赋能治理,提升政府治理能力,不仅关乎数字技术产业的发展,也影响国家治理体系和治理能力现代化的水平。作为经济强区和社会治理创新示范区,长三角地区数字政府建设取得较大进展,不过也面临多元力量博弈和冲突的张力较大问题,以致数字政府建设仍处于发展制约阶段。将张力控制在积极范围内,实现数字政府建设融合发展将是未来一段时间的重点任务。因此,应以社会需求为导向打造整体性数字政府、调整数字技术开发重点和培育优质数字企业以缓解张力,从而实现政府建设、技术进步、资本增值与社会需求之间协同发展,最终达成数字强国、数字富民的宏伟目标。In the upsurge of digital government construction,how to truly realize digital governance and improve government governance capacity not only concerns the development of digital technology industry,but also concerns the level of modernization of national governance system and governance capacity.As an economic powerhouse and social governance innovation demonstration zone,the Yangtze River Delta has made great progress in the construction of digital government.It also faces the problem of significant tension from the competition and conflict of multiple forces,which has resulted in the digital government construction remaining in a stage of development constraints.Controlling the tension within a range conducive to the healthy development of digital government and achieving the integrated development of digital government construction will be a key task in the coming period.Therefore,measures such as building an integrated digital government that meets social needs,adjusting the focus of digital technology development,and cultivating high-quality digital enterprises should be taken to effectively relieve the tension.Only in this way can the construction of digital government move toward integration,thereby achieving coordinated development among government construction,technological progress,capital appreciation,and social demands,and ultimately realizing the grand goals of digital power and digital prosperity for the people.
