摘　　要：我国已经进入以持续少子化、快速老龄化、日趋高龄化、区域增减分化为特征的人口发展新常态,传统的人口统一管理模式难以为继。为加快实现人口高质量发展及其与经济社会的良性互动,亟待推动人口工作从统一管理转向精细治理。在治理机制上,人口精细治理基于政策创新与评估机制、组织协同与联动机制、社会合作与参与机制、技术支撑与赋能机制,形成多主体参与、多单元联动、多维度合作、多层次治理的新型机制体系。在治理路径上,人口精细治理依靠细化生育弹性支持、激活存量劳动力、提升健康和教育素质、引导有序流迁、防范人口安全风险等策略组合,精准回应人口高质量发展的目标需求。China has entered a new normal of population development characterized by persistently low fertility,rapid aging,and unbalanced regional development,and the traditional unified population management cannot be sustained.In order to accelerate the realization of high-quality population development and its positive interaction with the economy and society,it is urgent to promote population work from unified management to refined governance.In terms of governance mechanism,refined governance is based on policy innovation and evaluation mechanism,organizational coordination and linkage mechanism,social cooperation and participation mechanism,technical support and empowerment mechanism,forming a new mechanism system of multi-subject participation,multi-unit linkage,multi-dimensional cooperation and multi-level governance.In terms of governance path,refined governance relies on a combination of strategies such as flexible reproductive support,activating labor force,improving health and education,guiding orderly migration,and preventing population security risks,so as to accurately respond to the target needs of high-quality population development.
